Armed Basque separatist group Eta says it will not “carry out armed actions” in its campaign for independence.
In a video obtained exclusively by the BBC, the group said it took the decision several months ago “to put in motion a democratic process”.
The Spanish government has not responded. In the past it has said it will only negotiate with Eta if it renounces violence and disarms.
Eta’s violent campaign has led to more than 820 deaths over the past 40 years.
It has called two ceasefires in the past, but abandoned them both.
Under pressure
It is unclear whether Eta is declaring a permanent or temporary ceasefire.

The Polisario Front expressed Monday condemnation of Moroccan new brutal repression against dozens of unarmed Sahrawi citizens, including activists of human rights, simply because peacefully demanding their right to self-determination and independence.
The Secretary-General of the Polisario Front, president of the Republic, Mohamed Abdelaziz, has called, in a letter to Mr. Ban Ki-moon, UN secretary general, to “take an urgent action to ensure the protection of human rights in the occupied Western Sahara, including an effective UN mechanism for this purpose.”

Although the international media has under-reported it, the world has recently witnessed a major event in the Horn of Africa - a free, fair and generally peaceful election in Somaliland.
On July 2, Isse Yusuf Mohamud, the chairman of Somaliland’s election commission, announced that Ahmed Mohamud Silanyo, the leader of the opposition Kulmiye Party, won the presidential election with 49.59 per cent of the 538,246 votes cast. The incumbent president, Dahir Riyale Kahin, came a distant second with 33.23 per cent of the votes.
International observers declared the election “free and fair” and praised the conduct of political actors and stakeholders involved in the election campaign.
Even more significantly, unlike many leaders in the region, Kahin embraced the popular verdict and accepted defeat gracefully.
A peaceful transfer of power is now underway.

At least one grenade has exploded in northern Mitrovica after a crowd of several hundred local Serbs gathered to march towards a Republic of Kosovo newly established civil registration center at the Albanian and Bosniak-inhabited Bosniak neighbhorood.
According to media reports, one person has died from the explosion, one has recieved life-threatening injuries while nine others light injuries.
It is believed the grenade was thrown from within the crowd into a manhole. The explosion was followed by gunshots from armed Serb groups.
